I say to my colleagues, I think by the time you get through the period of time we are talking about, you're going to have every penny of this scoffed up, but this allows for us to keep the moneys that are cordoned off in the trust funds, which we all want to keep, from the moneys that came out last Congress in our desire to dedicate these moneys and these resources to law enforcement and to fighting the purposes intended.
