as the debate nears to a close, I think just about everybody has figured out the Gingrich scheme. This Republican bill is supposed to fail. Of course it will fail, and of course the District will be plunged further into chaos. That is the whole idea, and that is why even moderate Republicans have to jump bail, and that is why our conservative Democrats are joining us in the Moran substitute. The whole idea is that we finally got a Republican measure in the substitute that the Republicans are attacking as if it was a Democratic bill. It is just the best we can do. I have never in my life supported a Faircloth measure, and I find myself doing it today. And it is not bad.
