“So I take it the answer is yes, the gentleman will be looking with me at other deserving organizations? Some may not be chartered, but that does not make them less deserving. I would support and do support a lot of these programs, but I want the cities and the counties and the States to decide which ones get the money rather than the gentleman and I, unless they are an exceptional long-standing Federal charter program like this one. I do favor the prevention programs; I just do not want to make the decision here in Washington on which one gets it.”
