I think in some cases, I would say to the gentleman from Michigan [Mr. Conyers], it was a condition where severe financial pressures at the State level allowed for overcrowding of the prison system without adequate facilities to house all of those people who were sentenced to terms in prison. So some States were actually paroling violent criminals after serving only 20 or 25 percent of their sentence, and these criminals were going out and engaging in repeat behavior, again causing great trauma and violence to other citizens that might not have been exposed had they not been paroled early in the first place.
