“I want the Senate to be on notice--this is an issue we have to face. I send an amendment to the desk. The Senator from Alaska [Mr. Stevens] proposes an amendment numbered 435. Sec. Section 3101 of title 31, United States Code, is amended by adding at the end the following new subsection: ``(d) The National Debt Ceiling of the United States shall be increased by the total amount of funds appropriated by Act of Congress for the Department of Defense, Department of Homeland Security or any other Agency of government to prosecute the war against terrorism, the war in Afghanistan, the war in Iraq, since September 11, 2001.”
