this is a general provision which requires the Secretary of the Air Force and the Director of the Office of Personnel Management to submit a joint report describing in detail the benefits, allowances, services, and other forms of assistance which may or shall be provided to any civilian employee of the Federal Government or to any private citizen, or to the family of such an individual, who is injured or killed while traveling in an aircraft owned, leased, chartered, or operated by the Government of the United States. This report is to be submitted to the congressional defense committees, the Governmental Affairs Committee of the Senate, and the Committee on Governmental Reform Oversight of the House, no later than December 15, 1996. This report is needed because we have had some recent accidents--the terrible accident involving Commerce Secretary Brown and other accidents--of military aircraft on which civilians who were not employees of the Federal Government were killed, as a result of the accident. I am seeking a study to determine the fairness of the situation with regard to people who may be asked, invited, by the Government to perform what amounts to semiofficial tasks, and they are involved in missions that are undertaken on behalf of the United States, and they are killed as a result of an aircraft accident.
