Hodel did not consult with these Senators because the management of the Congress was under the party of the Senator from Arkansas at that time. If there was any complaint about what Hodel did, that should be in the Record. At the time, the Congress did not object to what Hodel did because it was the process that came through consultation with Western States, Western Governors, with the agency's State offices throughout the West and was sent up to him by the Assistant Secretaries for Fish and Wildlife and the Bureau of Land Management up to the Secretary for approval. That is not what is happening now.
