Again, this is the same item discussed before. It is what I would call a preventive amendment and really instructs that the funds cannot be obligated to reduce the number of units of Special Forces in the Army National Guard for the year 1997, and we believe that it is consistent with existing law. It just indicates that those funds shall be expended for the purpose authorized only.
