I think they have done an extremely fine job under the circumstances we have. I don't know why we are being pressured as we are, but the decision has been made to get this bill out, and so we share the leadership position to accomplish that goal. But I am worried, as I told the managers personally, that some of the in-depth study others of us have given to this bill is not being listened to. The problem will be not in having the bill passed; the problem will be in having the bill implemented if some of these amendments are not adopted. The timeframes in particular worry me greatly, the timeframes within this process. This is worse than establishing a new department, really. This is a control mechanism over a system that abhors control. It is hard to control. If we do it wrong, we are going to bust this system. We are going to destroy the morale.
