I again thank the people who were involved in this. As I said, prior to the passage of the bill, this is a bill we have worked out in 18 months. When it was previously before the Senate, it took 5 years. This has required a tremendous amount of staff time. I am particularly indebted to my staff people: Trevor McCabe and Earl Comstock; and to Tom Melius, who has worked with the chairman of the committee, Senator Pressler, and Penny Dalton, who has worked with Senator Kerry and Senator Hollings from on the committee.
