If the Senator will yield once more, I sort of feel we have to put some meat on the bones of this commission a little bit as we go along to allow the Secretaries of the whole community to participate in the process--budget, management, and oversight. Will not the amendment of the Senator from Virginia strengthen oversight by giving the people involved in oversight the chance to hear the dissenting opinions as well as the opinion of the NID?
