“Then I would like to ask the Senator from New Mexico his understanding of language in the report that states that of the $5 million made available for this program in Fiscal Year 1999, $2 million is for ``work to be performed in the United States by the Department of Energy and other U.S. contractors.'' Specifically, is it the Senator's understanding or intent that the Department of Energy should receive most of this money or impose a new management structure over this program that is working so well and is so well accepted by the Russians?”
