“The Enterprise Development Program in AID is funding the development of private enterprises in Russia, not the Russian Government. This is consistent with the goal of strengthening the developing entrepreneur class in Russia. This entrepreneur class will be the backbone of democracy in that country. Because of the outstanding performance of the ARC and other programs like it, and their critical mission of supporting privatization in Russia, I believe this program merits continued full funding.”
