The Senate has voted twice on the CAFE standards. The first vote was on amendment 2997, and the vote was 62 to 38 to give the National Highway Traffic Safety Administration 2 years to establish standards. That vote was not filibustered. It did not need 60 votes. It was an up- or-down vote. There was not a motion to table. Neither Senator Murkowski nor I filibustered or threatened to filibuster that issue. The second vote on CAFE was on prohibiting an increase in the average fuel standard for pickup trucks. Amendment No. 2998 passed on a vote of 56 to 44. Again, there was no filibuster on CAFE. It was an up-or-down vote requiring only 51 votes on what my friend, the majority whip, said should be an issue of national security and is an issue of national security.
