“I congratulate Senator Specter and Senator Harkin, on my own behalf, and I am sure I speak for Senator Byrd also. The Senate should know this is the largest health services bill in history. It represents a magnificent contribution and commitment to increasing funding for medical research in particular, and so many other things in general. Both of these Senators have done tremendous work in getting this bill where it is and getting it to the House. I think they really deserve our total congratulations for keeping our commitment to doubling the amount of money available for medical research within 5 years.”
