“I offer this as chairman of the Appropriations Committee with the hope that the Senate will agree that this matter should now go to the authorization committee, and that the extent of the problem be reviewed with appropriate hearings. This is a commitment that the Senate will consider legislation in this Congress to deal with what future mechanism, if any, should be used to carry out the Federal role as it may be defined in support of the arts. I am pleased my friend from Connecticut has cosponsored this. I am hopeful the Senate will agree to it.”
