I do not think we can go through this period of war and have that hanging out there and be a subject that might constrain defense spending. What I have done is introduced an amendment to this bill that says we will increase the debt ceiling by the amount we have spent since September 11 to meet the interests of our Department of Defense, homeland security, and reaction to September 11.
