“I must express my reservation until we reach an understanding about how this will impact the agreement we made with the Office of Management and Budget and with the House on this bill. It does add outyear expenditures, as I understand it. The Senator has indicated it does not impact 2002. I reserve judgment on this amendment. I am a cosponsor of it. I think the bill itself is a worthy bill, and it basically is an entitlement program. It is not an appropriation, as I understand it.”
