the Dodd amendment raises an interesting issue of availability of additional money if needed. It in effect is reprogramming authority granted in advance to move money to meet necessity, if it occurs. On that basis, I think I would be willing to support it, but I think the Senate as a whole ought to vote. Mr. President, I suggest that we agree on a time to commence this rollcall vote. Can we say it occur at 10 minutes after 5? Is that agreeable with Senator Inouye?
