My question to the leader is I hope he realizes this is new law. Never before in the history of the United States have we assisted people who lost cattle during a disaster. So we are making new law. It is not just an appropriation. It is an authorization bill, too. I accept what the Senator says. It would be nice to get the bill passed, but I want the Senate to know that we took it upon ourselves to not only appropriate money but to change the law so that disaster aid would be available to people who lost cattle. I understand this is a bad disaster, but there have been many disasters where people have lost cattle before and they received no aid.
