But this is not germane to this bill, nor the place for the Senate to consider this action. The FTC may need some jurisdiction here, but the jurisdiction that would follow with the Cantwell amendment is much too broad. Twenty-seven States have this authority now. The question is whether we should at some time give the FTC jurisdiction over multiple State problems. This is no way to go about it. It is not germane to the bill. I raise a point of order that the amendment is not germane to the underlying bill.”
