Mr. Chairman, I rise as the designee of Mr. Morelle, and I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: On page 32, line 8, redesignate section 5 as section 6. On page 32, after line 7, insert the following: SEC. 5. RULE OF CONSTRUCTION. The amendments made under this Act shall not be construed to affect the definitions of ``employer'' or ``employee'' under the laws of any State that govern the wages, work hours, workers' compensation, or unemployment insurance of employees.
