I join the Senator from Hawaii and welcome the opportunity to vote to accept this amendment. I think it is a very modest step. The Senator from West Virginia has been restrained in terms of the abuses that we have heard about. This will start the process of putting us on a straight track. I support the amendment and urge its adoption.
