In developing this amendment, I have worked not only with Senator D'Amato, but with Senator Graham of Florida; Senator Roth; Senator Feingold, who is here and expressed a keen interest in this; Senator Simpson; Senator Kerrey; and Senator Campbell, a member of the committee. All of those Senators are listed as cosponsors of this amendment. We have discussed the amendment that I will be sending to the desk with the administration, and they do not object to it. This amendment would extend until June 1, 1997, the time period for which States can decide whether to opt out of the interstate combination provisions of the bill. This would essentially extend the time period for an additional year as compared to what was provided in the reported bill. This amendment responds to concerns of some States and their Senators that the State legislatures need a sufficient period of time to consider legislative changes that might be needed at the State level in preparation for interstate branching.
