In my home State of Michigan, because we are the global leaders in manufacturing, and I know in my good friend's home State of Maryland it is the same way, in terms of manufacturing, that number is even worse because of the lack of effectiveness in enforcing trade-offs, because of our inability to address health care and being able to change the way we fund health care, because of the lack of investment in education and innovation.
