Mr. President, before I yield to my friend from Oregon, let me say the question before us is whether we take dollars from a jobs bill, from a Recovery Act, where we are creating jobs right now, which is what has been proposed over and over--that we basically take it out of one pocket and put it in the other. We want to make sure we are creating jobs and allowing the recovery--or what has been called the stimulus--to be able to work to do that, and it is beginning to do that. So taking dollars out of that pocket, which is what has been proposed by the other side of the aisle in order to be able to address unemployment benefits, doesn't make sense. I would state one more time: We have always viewed the extension of unemployment benefits in times of economic hardship to be an emergency, just like any other emergency in this country. Our colleagues on the other side of the aisle are refusing to acknowledge that this is an emergency. It is an emergency. When over 15 million people are out of work, it is an emergency, and we should do as we have done under every Republican and every Democratic President. We have called it an emergency. We should continue to call it an emergency, and we should allow those benefits to continue. I now yield 5 minutes to my colleague from Oregon.
