I want to indicate how extremely pleased I am that this bill includes an absolutely critical provision to protect the Great Lakes from oil and gas drilling. This provision, which I offered, along with Senator Fitzgerald and numerous others, including the occupant of the chair, as an amendment to the Senate bill, protecting the waters of the Great Lakes by asking, first, for a complete study of the impact of oil and gas drilling in the Great Lakes to be done by the Army Corps of Engineers, and it places an immediate 2-year ban on new oil and gas drilling during the process of this study. It is my hope that this is the first step to a permanent ban on any oil and gas drilling in the Great Lakes.
