The amendment is as follows: (Purpose: To prevent United States companies from getting tax benefits for moving jobs overseas, to end offshore tax loopholes including inversions, and to provide incentives for United States companies to relocate overseas jobs to the United States) At the appropriate place, insert the following: SEC. ___. DEFICIT-NEUTRAL RESERVE FUND RELATING TO BRINGING JOBS BACK TO AMERICA. The Chairman of the Committee on the Budget of the Senate may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to tax provisions to encourage United States enterprises to relocate operations from overseas to within the United States, closing offshore tax loopholes (including those relating to inversions), or discouraging United States enterprises from relocating United States operations to other countries, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2016 through 2020 or the period of the total of fiscal years 2016 through 2025.
