the bottom line is that we have developed a bipartisan bill that phases out this program in a responsible way for the businesses that are currently involved and uses that to pay for water infrastructure needs across the country, not only in Flint but in Jackson, MI, and Cleveland, OH--across the country. So we can achieve what the Senators are talking about in a way that helps us with water infrastructure. I urge a ``no'' vote. The PRESIDING OFFICER. The Senator's time has expired.
