“I rise, as we are waiting for the votes as well, to join with Senator Biden and to thank him for his continued leadership. We have come to this floor on numerous occasions to speak about this issue over and over again, ever since 9/11, and we still do not have this fixed. So I am pleased to be joining with Senator Biden to offer this amendment. It is time we act. It is past time. One of my main focuses has been on whether the radios work; it is stunning to me we are still talking about this. It is very unfortunate that after 9/11--because we did not connect all of the radios to be able to work to communicate with each other--that we saw the same kinds of failings that had firefighters and police officers running into buildings in New York instead of running out, as they should have been, because they did not know what was happening-- that the same kinds of things, then, happened in the gulf, in New Orleans.…”
