I will vote yes on the final passage of H.R. 4569 with serious reservations. I urge the Senate and the Conference Committee to address the issue of family planning and other serious flaws that exist in the bill. If significant improvements are not made in the bill before it returns to the House of Representatives, I do not intend to support the final passage of this legislation.
