“Mr. President, every debate we have in the Senate comes down to a question of values and priorities for all of us, how we spend our time personally, how we spend our time in the Senate, where we choose to put our efforts. I wish to speak today about where I believe we should be putting our efforts if we are going to spend 30 hours of time speaking on the floor of the Senate.
