I just want to say a word of gratitude to the gentleman from California for the fine work he has done on this matter and how much the country owes him for his labors on this. I also want to say a word of praise for both Mr. Hill and Mr. Terry who have done a superb job in working for a better piece of legislation. I want the gentleman to be aware of my personal gratitude and appreciation. I think the country also will have reason to thank the gentleman.
