“What is the real issue that confronts the United States? Is it this resolution, or is it real and lasting peace in the Middle East? The answer is our concerns are peace in the Middle East, peace for the Israelis, peace for the Palestinians, peace for the other Arab and Muslim countries in the area. And without that, there will be no peace and no security for the United States, as September 11 shows us. I have heard a number of my colleagues say, that, you are either for us or against us on terrorism. I am aware of no one in this body who does not join me in opposition to terrorism. And I am aware of no one in this body who does not feel that peace is in the best interest of all. I am also aware of no member here who is not supportive of the continued existence of the State of Israel, and who does not feel that this should be a part of American policy and concern. I am troubled, however, when I hear some of my colleagues, as they have done in this debate, talk about how the issue here is terrorism, and you are either with us or against us on terrorism. Not so! The issue is peace and how to achieve it. That must be our debate and our focus.”
