Mr. Speaker, I want to, first of all, urge my colleagues to support this legislation. It is a fine piece of legislation. It is a strong piece of legislation. It will protect one of the Nation's most precious resources, our national wildlife refuge system, hundreds of areas, and millions of acres, and they will be protected for the future, but they will be under wise use. I also want to rise to commend the Secretary of the Interior, Mr. Babbitt, who worked so hard and so well on this battle.
