I was much impressed by the comments of the gentleman from California. The quote that he gave is an excellent one: ``The purpose of the bill is to cut down on litigation and to cut down on fraud committed by unscrupulous lawyers and professional plaintiffs.'' And the authority that is quoted in the article is, guess who? The gentleman from California [Mr. Cox].
