The Clerk read as follows: Mrs. Dingell of Michigan moves to recommit the bill H.R. 615 to the Committee on Natural Resources. The material previously referred to by Mrs. Dingell is as follows: Mrs. Dingell moves to recommit the bill H.R. 615 to the Committee on Natural Resources with instructions to report the same back to the House forthwith, with the following amendment: Add at the end the following: SEC. 3. DETERMINATION. Notwithstanding any other provision of this Act, section 2 may not take effect until the Secretary of the Interior, acting through the Director of the United States Fish and Wildlife Service, and the Secretary of Agriculture, acting through the Chief of the Forest Service, jointly determine, in consultation with Indian Tribes, in coordination with State wildlife agencies, and informed by the Hunting and Wildlife Conservation Council, that the implementation of such section will not result in a decrease in public lands made available for hunting and fishing.
