Mr. Chairman, this is a most curious exercise. We have a bill on the floor which says that any time we pass a law, we have to have a special vote in this House as to whether we are going to consider it if it is going to impose any unfunded mandates on any citizen. That means if we are going to tighten the law with regard to protecting people under the Food and Drug Act from unsafe food, drugs, cosmetics, or if we are going to deal with the problems of Superfund or brownfields, or if we are going to deal with the problems of water pollution, because it is going to cost money, we are going to have to have a special vote before we can consider those questions. It means any time that we do something that the people want that is going to protect their health, safety, or welfare, or any time we are going to do anything that is going to make life better for the people of this country, we are going to stop and have to have a special vote. Somebody over here, I think, assumes that this is going to be very helpful to them politically. Then along comes this curious amendment which says if you are going to do that, you do not have to have the vote if you have a tax cut in the bill. That is very strange. It does not say the tax cut has to go to the people. We are going to pay the cost. All it says is you are going to have a tax cut of approximately the same amount. Hardly good sense.
