I thank the distinguished gentlewoman from California for her yielding me this time, and I commend her for her opposition to this outrageous piece of legislation. I rise in strenuous opposition to H.R. 1076, visited upon us without any attention to regular order, hastened to the floor in defiance of the commitments of the Speaker, and without any hearings or consideration by the Committee on Energy and Commerce.
