But worse than that, it is a waste of time of the people in the Congress and the money of the United States citizens who pay our wages. This is a bad proposal. Vote it down. Mr. Speaker, it has often been said by many, including everyone from Albert Einstein to Benjamin Franklin, that the very definition of insanity is doing the same thing over and over and expecting different results.…”
