I yield myself 15 seconds. I would just say that the gentleman's remarks refer to the stimulus bill, a failed stimulus bill that was promised to create unemployment of under 8 percent. Frankly, it's never been there. For 40 months, we've been over 8 percent. These are spending items that were failed, that failed in the stimulus program. That program did not work. At this time, I yield 2 minutes to the distinguished member of the Ways and Means Committee, the gentleman from Louisiana, Dr. Boustany.
