Mr. Speaker, I would just say and comment on my friend's remarks that this is not about giving anybody a tax cut. This is about preventing a tax increase in a time of great unemployment that has gone on, as I said in my remarks, for more than 15 months at 9 rac{1}{2} ext{ percent}.
