I rise in support of H.R. 4 because this is a balanced and comprehensive energy strategy for our Nation. I would just like to point out two important initiatives in this bill. The first is an initiative that would help to encourage the collection and utilization of landfill gases and energy resource. A medium-sized landfill can produce enough energy to meet the annual electrical needs of 3,000 homes. I believe our Nation should harness the energy resources that are sitting in the backyards of most of our communities rather than allow them to be wasted. The second proposal is the CLEAR Act, which would help provide consumers tax incentives for the purchasing of advanced technology and alternative fuel vehicles. These incentives are positive steps that can be taken today to increase fuel economy of new vehicles. What is important about this provision is that it will allow the consumer to be part of the decision. All major auto makers that sell cars in the United States have alternative and hybrid fuel vehicles available. This will make our country the winner by providing the opportunity to pull these new exciting technologies into the marketplace, and I urge support for this legislation.
