Look, 47 out of 50 States have lost jobs. If there was such great job creation because of the stimulus bill, why have we seen the unemployment rate continue to hover around 10 percent? And, frankly, any minor reductions in it are because people have stopped looking for work.
The speaker is criticizing the effectiveness of the stimulus bill in creating jobs.
