Well, I would just say that the gentleman from Maryland is correct. He has voted six times to extend the research and development tax credit without paying for it, for a total of 14 years. Look, I think it is time we are honest with the American people. If we are going to extend these policies again and again and again--in this case, 30 years--and not pay for it, look, we shouldn't have to raise taxes to keep taxes the same. So, again, I would urge my colleagues to support this legislation, and I reserve the balance of my time.
