I would just yield myself 15 seconds and say that the plan the gentleman refers to is a made-up plan. What we're looking at is the model set up in the Bowles-Simpson Commission, which has been endorsed in a bipartisan way, that will be an open process that will allow amendments so we can debate these ideas in that process, not this made- up bill that they went and are discussing on the floor today. At this time, I yield 3 minutes to the gentleman from California (Mr. Herger), the distinguished chairman of the Health Subcommittee.
