Mr. Speaker, I would like to submit for the Record a letter from the Associated General Contractors of America in support of H.R. 5021 and urging its passage. The Associated General Contractors of America, Arlington, VA, July 15, 2014. Re Support H.R. 5021, the Highway and Transportation Funding Act of 2014 Hon. John Boehner, House of Representatives, Washington, DC. Dear Representative Boehner: On behalf of the Associated General Contractors of America (AGC), I urge you to support H.R. 5021, the Highway and Transportation Funding Act of 2014. The Highway Trust Fund is running on fumes. The United States Department of Transportation (DOT) recently announced they will initiate cash management procedures for programs funded out of the Highway Account of the trust fund on August 1, 2014. This will force DOT to delay reimbursements to state departments of transportation for projects under construction or, in some cases, already completed. Further, if no additional revenue is found, the trust fund will not be able to support any new projects in 2015. Bipartisan action is required to give states the funding certainty they need to issue highway construction contracts and to give the 10,000 construction firms engaged in highway, road and bridge construction the confidence they need to make hiring and capital investment decisions at the peak of the summer highway construction season.…
