“Mr. Speaker, China's deplorable record on human rights should not be rewarded with permanent normal trade status. Normal trade relations would indicate that China is living by certain standards or norms, a respect for human dignity. However, the record on human rights and religious freedom in China is contrary to even the minimal norms of human decency. In China, many religious believers are detained and imprisoned. Until there is general progress on religious freedom and until there is at least a measure of respect for human dignity, I cannot in good conscience support permanent normal trade relations with China. If China wants normal trade relations, let them treat their people normally.”
