Obviously, our goal is to increase access to care, increase the quality of care, increase outcomes, and at the same time manage costs.

I think in particular, it would be a mistake for us to reauthorize without using the opportunity to elevate these relationships, specifically--and this has been referenced--in the area of worker rights.
