I thank Congresswoman Lawrence for her comments. Mr. Speaker, I know that Congressman Fred Upton was a very close friend with John Dingell. They served together. They served on the same committee together. They were one another's chairman at different times, but I know, first and foremost, they were just real friends. I have been proud to work with this Administration on implementing some, I think, monumental pieces of legislation: CHIPS and Science Act, Inflation Reduction Act.
Obviously, our goal is to increase access to care, increase the quality of care, increase outcomes, and at the same time manage costs.
This legislation strengthens the Opportunity Zones with reporting requirements along with expanding incentives.
It makes a difference where the investment comes from and where the relationships are built, and if we defer to our adversaries, we have no ability, really, to have a meaningful impact on the continent.
